VTEC was not introduced to the Accord until the 5th gen, so no, your 4th gen does not have it: "Exclusive to the EX was a VTEC version of the 2.2-liter 4-cylinder (making 145 hp (108 kW) instead of 130)" -Wikipedia Starting with the 6th gen accords, they all had it.
