So to answer the question, one way is to go into a jet a few miles above the earth and go into a nose dive fast enough to cause an "anti gravity" inside the jet. This would probably only get the flywheel to about 0 lbs or slightly less though. Other than that type of thing, it's impossible to weigh a negative amount since anything with mass and a gravitational pull on it will have a weight.
