Help me!! Civic '96 won't start after flooding

Last 2 days, I drove my car during hard rained & flooding also. Water was high about 85cm. During drove in flooding area, my engine got suddenly stop then couldn't be started until now.

 

Battery should be OK, Voltage between +,- around 13.14V, headlight, radio, air condition are fine.There is no C.E.L appearance but if short 2P service plug, C.E.L is stay on

 

When turn on ignition sw, that seems starter not crank the engine. I heard only one "click" only then no engine shaking as usual, So I tried hot wire from solenoid pin to battery+, there was the same result.

 

Have your guys suggest me what I've to do next?

 

Forgotten give my car info, my car is civic 96 EX automatic TR no VTEC.

Well, not necessarily. If he's hitting the ignition and the solenoid is clicking but the starter isn't firing at all sounds more like an electrical issue then a hydrolock problem. A failed starter wouldn't cause the car to turn off though. Possibly a larger electrical short with the main relay?

Man!! I've got some update. Starter is not bad as I thought, Battery Voltage is a little low, so I jump start then starter seems crank the engine but I heard something sound like motor running run low & I found some water gush from the exhaust tip. It look like rust inside.

Bro, my Civic is incarnated. That was battery shit!! after I replaced it my car could start but not easy at first time

 

I found lot of water flow out from exhaust tip. After turn on & off many time, my car seems to be normal.
