So it varies by county so check your local laws. you mean state? cat's are not required for your engine to run. but they are required in order to pass smog tests. if you live in a state that doesn't make you pass a smog check then go for it, otherwise you're screwed and fined when you do get smogged. you don't have to go through a smog check in florida...
