95 Accord LX leaking oil from lower timing belt cover

I have a 95 Accord LX with the F22B2 engine and it is leaking oil, a steady drip while running, from the lower timing belt cover. I had all the belts and seals changed about 5000 miles ago. Sounds to me after reading that it could be the balance shaft seal. To get the cover off, i am almost certain i have to remove the crankshaft pulley to see what is leaking right? What are the chances the seal is damaged? or just popped out? Any thoughts/help would be appreciated.

My accord was leaking from that general area when I got it. It ended up being nothing more than the oil pressure sending unit. Cost about 10 bucks and took about 5 minutes to replace.

 

Well, i know it is coming from inside the cover, from where the oil droplets form.
