No it's more of an aerodynamics thing. The wind is supposed to blast through the holes coming from beneath the car to reduce drag or some crap. I've never looked into it.

they are used to keep the drag down like busted said. the turbulant air that goes under the car as you are driving can cause that "hand of god" effect and hold the car back. The holes help reduce the drag the turbulant air causes by letting it out.
