diagram? car wont start

my 99 accord 4 cyl wont start battery seems fine. under the hood, when pumping the gas, a wire like thing moves back and forth. there are actually two of these wire like things but the one closer to the driver doesn't move (although it has about an inch or so of wire that is clean and it appears that it must, therefore, move back and forth). the wire attaches eventually to a black enclosed object mounted on the driver side about 8 inches square or so, toward the front of the car. it has plugs attached. what is the object? can anyone point me to a diagram of the engine? thanks
