Oil leaking from under head

I took my 91 accord to have the head gasket replaced about a year ago, we’ll long story short the mechanic reused the old head bolts after I told him not ton. He said he’s been doing mechanic work for 30 yrs and has never had a problem with it. I go to pick it up he never put the new bolts in like I asked and now it’s leaking oil from under the head. So my question is can I just replace the bolts only.I know the y have to be torqued in sequence but if I only remove the bolts and not move the head in any way could I get by with just installing the new bolts in and tourqe them down correctly?
