Need Help

I got a 94 Honda Civic Ex, went to get it smogged and it failed!! Timing was off and some emissions failed, but the guy said the emissions could be because the timing was off. I put the car at tps on cylinder 1 and checked the marks behind the timing chain cover and the timing marks(with a timing light @ 0 degrees) I'm am new to the import world and am not sure what needs to be done. If the marks behind the cover are right then there is no need to pull the crank pully apart, correct? but i"m at 10 degrees at idle( witch is like 400RPM) and the distributor is all the way advanced. Please help, if you need more info just ask, thank you for your time guys
