Problem with dash, tail, and license plate lights

so my cousin picked up a 97 integra, and it was running fine, until one night when we was driving somebody home, his dash lights, rear lights, and license plate light went out.

 

he though it was the fuse, so replaced it with one of my fuses, that tells you when its blown.

 

so he puts the new fuse in, and nothing, and the fuse isnt blown.

 

i went under the dash, and didnt see any loose wires or anything.

 

any idea what it could be?
