2003 Civic Hybrid won't start

Hello,

 

I have a 2003 Civic Hybrid that won't start. It began when it was cold, it wouldn't start if the temp was very low, like 15 degrees. After it warmed up some it would start and run fine. Now I'm having the same problem, but it's in the 40's so temp is probably not the issue. The battery is fine, when you turn the key, there is a click as if a relay is switching, but it won't turn over at all. Anyone out there that has had a similar problem? It seems to be electrical, maybe a relay somewhere, but I have no idea where to start. Thanks,
