low idle in '89 DX hatchback

anyone know how i would go about fixing a low idle in my '89 hatchback? i tried adjusting the throttle cable with no success due to rusty screws...i didnt know if there was a sensor or valve that might need replacing...thanks for any help :thumbsup:

it doesnt have a factory tach, and i dont remember what it read when i had my autometer tach in it. its really low tho. threatens to stall sometimes...low enough to make the thing shake...hehe
