? about hondata on my h22 accord swap

I just finished putting my h22a4 into my 94 accord. When I run the factory p13 ecu the car runs like crap. No VTEC, hitting rev limiter at 6500 & running choppy in the low rpm's. I put a stock p28 in, just to see how it would react and it runs a hell of a lot better. hitting rev limiter at 7800, but still no VTEC. I know the p28 is for a 1.6 single cam, but I heard the p28 with hondata would help, so I thought i'd see what it would do stock. I was told if i get the p28 chipped with hondata it will most likely fix most of my problems. Does anyone know if this is true? I'm also throwing two codes. O2 sensor and vtec pressure switch, but I changed the pressure switch and it's still throwing the same code???? Any info or advice????????????
