95 Civic failed smog

I have a 95 Honda Civic EX, 1.6 DOHC Recently, for the first time my car has failed the smog test.

Here are the areas of emission test failure:

Test Parameter | Result | Additional Info.

Idle Speed Co | 2.10% | Greater than 1.20%

Idle Speed HC | 6147 | Greater than 220 parts per million

Someone told me to check my OBD1 Chord, so I did. I used the paper clip method and when turning on my car the engine light stayed solid. It never flashed any ECM codes.

What is my next step from here?
