Still having same problem

Hello, I have a 93 del Sol 1.5 manual.  ,,,,with an OB2scanner hooked up   oxygen sensor heater never goes off, it runs pretty well in open, close loop. It does not run very well at all, and then I’ve noticed, the rpm. on the dash was steady at 2000.  Scan tool was bouncing around  ,, I’ve pulled out the wiring harness and checked every wire from the sensor’s to the plug-in under hood. And it does the same thing with two different computers.
