Is it OK to tow my 2016 Civic on a fixed-platform dolly?

I'm considering a 2-wheel tow dolly to drag behind my motorhome. 
My Civic does not have a locking steering wheel, but it does have electric power steering (EPS). 

Some of the less expensive dolly models do not have a pivot plate or pivoting wheels, so the front wheels of the Civic would need to turn left or right to follow the towing vehicle around a turn.  Of course, the CVT would be in Park, the ignition would be off, and the parking brake would not be set.

Will the front wheels be able to turn freely when the dolly turns?

Will that type of tow dolly cause any problems with my steering components?
