Timing belt drift

I just replaced the timing belt on my 95 D15B non-vtec Del Sol. I started the engine before I installed the upper cover to make sure everything was good. As the engine ran the belt drift outboard into the lower cover. I repositioned thr belt, checked the tension, fairly taught, started it again with the same result. I pulled the lower cover again, what a pain, and everything looks OK. Any idea what could cause this? Thanks in advance Ken
