Honda Warranty not being upheld

According to Honda Corporate (via phone call to them), when they cover a part under warranty, they do not cover the labor it takes to diagnose the problem! Specifically, I am referring to the Seat Belt lifetime warranty on a 2003 Civic Hybrid. However, I find nothing in the warranty documentation to indicate this should not be covered. It's almost $100 to scan the computer for the code. They say I pay for this whether or not it turns out to be covered by warranty. Any other experiences with something similar to this? I feel strongly that they are legally incorrect, but I don't know where to go from here.
