2000 Civic: "erratic" timing

Not sure how else to describe this behavior, but it's not really erratic. It appears to jump back and forth between two points (and only those two points), and it does it every three seconds or so. I recently replaced the crank fluctuation sensor (CFK), so I don't know if the behavior I am seeing is related to that. I do know it will probably be related to something I've done lately, as the actual engine has been replaced (long, embarrassing story), so it means the timing belt has also been replaced.

 

Any ideas on what would cause the timing to be solid for a few seconds and instantly jump and remain at the new position for a few seconds?
