If not, see if the VSS works (try to engage the cruise control while the speedometer is non-functional). If the VSS is good, check the connection between the VSS and the TCU connector (with a multimeter). I'm sure others will chime in, I just wanted to point this out since the Honda TCU relies heavily on the VSS input for its fuzzy-logic calculations to achieve their Gradelogic Shifting, specifically its shifting after cruising speed locks* the mainshaft (*that second "shift" you feel when you've achieved your desired cruising speed and let off the gas).
