is my 91 honda civic suppose to operate at 190 degrees?

I got just got another 91 hodna civic sedan and the temp. gauge shoots up alomost right away so i flushed the radieator and tried again and it did the same thing so i got a thermomoter just to see if the gauge was off and the car operates and 190 degrees F. it seems pretty high for me but after researching i cant find the normal operateing temperature for this car, its a d15b2 motorand the thermastat and water pump seem to be working fine circulateing antifreeze without a problem i just dont know what else it could be or if that is even noraml for this car. any help will be greatley apprisheated thanks.
