fuel pump no come in D:

so my fuel pump dosen't come on when i turn the car to " on ", i checked the fuse and its not blown. t pulled the pump out and touched it to my battery and it still works. my ecu fuse blows also when i turn the car to " on " every single time. all my domes and instrument lights and blinkers still work but my car don't start.i chased the wires back to my ecu and nothings grounding out the ecu. also my battery lights on but i took it to get tested and its perfectly fine and so is my alternator. im lost o what needs to be done to get my car to start. please helpppppppp!

you hear the main relay clicking? and as far as the ecu fuse, you got a short somewhere, find it.

im not sure, i chased the wires back to the ecu and there taped up with brand new tape since its been swapped, there's nothing hitting the fire wall or showing. i was told by my father, civic racer and builder, that its most likely a melted fuse slot and that has to be it if not a short some where. how would i tell if its blown? i pulled the block apart and theres like jb weld on the prongs on the fuse slots.

he thinks it could be my alternator cause the treed light is on, he said that when its on it pumps dc volts not the normal ac and dc could put to much power into my ecu causing it to blow? since its a obd1 theres no fuel pump shut off switch in my trunk is there like obd2s do?
