90 civic getting too much gas to start

I have honda in the shop and the mechanic can't figure out why it isn't starting and it seeems to be getting toomuch gas. is the cold start malfunctioning? Is some other sensor causing it to flood it out? It of course has too many miles to keep puting on parts. He almost wants to put on a new manifold and a weber carburator. It has to be something simple. does anyone with a lot of experience have any helpful suggestions as to what is wrong? I really don't have the cash for a new car for my family. Any helpful suggestions would be greatly appreciated.
