h22a in 98 accord no vtec, I searched already help!!

I put a h22a into my 98 accord. Converted to obd1 with a p28 running crome. Car has been tuned, except for vtec, and idles fine, drives great, no cels. But during tuning my tuner siad that the vtec wasn't engaging and he tested the port on the head next to the header and radiator hose and got 5psi. Now I have ohm checked the vtec solenoid and got 19-20 ohms so thats good. I cleaned the screens, they weren't even dirty, so thats good. I was able to run brake cleaner through the vtec solenoid when it was activated so I know it flows, and yes it also clicks. My oil is clean fresh 5w30 mobile one synthetic with a fram filter. Oil pressure is good at block, good at the back of the head behind the vtec solenoid, and good to the vtec solenoid. I haven't gotten any check engine lights for a vtec pressure sensor either. I read something about an air test where you hook your air compressor up the the test port next to the headers and run compressed air in? I did that and all of the air seams to have almost no resistance and blows right into the valve cover. Any ideas what the problem is or how to fix it? I hjave tried manually activating the vtec valve and still no vtec.
