I actually have a 95 honda civic with the 1.5 stock non vtec engine , i was wondering if i have to change the ecm on the vehicle if i swap the engine out for the D15B Vtec version of it. Is it required or recommended

I am thinking yes, because your current ECU does not support Vtec?
