wiring harness melted....?

I am planning on buying a D16 89' CRX for 300$, it is not running currently as it needs a new wiring harness and from what i know the harness melted essentially and is now all corroded, it has a new starter. Also has a new timing belt not because it was needed just as a precaution/tune up. I know any car with a running motor and not smashed body is worth 300$, but my question is about the wiring. My friend i am buying from said 5 wires need splicing, after that and the new harness he said it should run. Does this seem accurate? And is the melting/corrosion a common problem? Im new so any feedback will be much appreciated. Thanks.
