91 Civic won't start

So basically, my 91 civic is refusing to start.

Before it died, the engine light would come on intermittenly and seriously limit the power. My guess is a 3000-3500 rev limit, but I don't know for sure because I haven't a tach. Anyway other than that, I never had any trouble starting it and it was running great. I changed all the fluids about 500km ago, and have only had the car for about a month. Just as I was putting it on the driveway, it stalled. I can't remember if it was my fault (new to driving standard), or the car's, but it stalled. And it did not want to start back up.

I thought it might be a clogged fuel filter, so I bought a new one and tried to install it but for some reason the clamp that holds the filter dosen't tighten enough to keep it from spinning when I try and tighten the banjo bolts. What can I do to make it tighter? I tightened the bolts as much as I could and tried to start it again and same thing. When it trys to start it dosen't sound smooth, it's kinda grinds a little.

Its trapped in the snow now, so I can't drive it anyway. But i'd like to get it fixed so I can drive it when the snow melts.

Thanks

Got codes 8 and 16.

From the internet, and my Haynes manual.

8 - TDC Sensor (Top Dead Center) defective circuit or unplugged / defective sensor

16 - Fuel Injector System defective circuit or unplugged / defective fuel injector
