Integra PR4 ECU blowing fuse instantly

I tried Honda-Tech, pretty useless, so I'm hoping someone here can help.

 

My cousin has a 90 Integra that I've been working on. He kinda got shafted on the car and traded a nice truck for it, but they really hacked this car together. I discovered it had a PM6 ECU so I sourced a PR4 ECU to go in it, it has the appropriate B18A1 engine. With the PR4 hooked up the ECU fuse blows as soon as the ignition is turned on, with the PM6 the car actually runs fine for the most part, he even swapped it back and the same results. So I can only assume that the ECU is bad, but hopefully he can try someone else's ECU to try. The seller says the ECU came from a running car, but is willing to refund the money, so I sorta believe him.
